The Finance & Tax Office (973-942-6538), under the supervision of the Borough Treasurer, receives all funds for the Township and is responsible for depositing all funds in depositories authorized by the Borough Council. All funds are invested safely and deposited in interest bearing accounts in accordance with State requirements. All checks and vouchers are processed in the Finance Office for payment of salaries, wages, and expenses of Borough employees and officers. The department oversees purchasing by the all departments. This function is centralized within the office. Most purchases are covered by bid proposals, contracts, or joint purchasing programs.

All tax revenues, both current and delinquent, are collected quarterly. The quarterly payments are due on February 1st, May 1st, August 1st, and November 1st of each year. The Borough Council has passed a resolution, which allows for a ten-day grace period. Any real property tax payments made after the tenth calendar day after the due date are considered late and interest will be charged as follows:

·         8% on all unpaid taxes is charged on the first $1,500.00 of the delinquent payment and 18% per annum on any amount in excess of $1,500.00.

·         A penalty of 6%(over and above the late fee), in accordance with state statutes, will be charged any delinquent payment in excess of $10,000.00 if it is not made prior to the end of the calendar year.

·         An additional 4% penalty is charged when taxes, interest, and the costs of a Tax Sale Certificate exceed $5,000.00 and 6% when the sum exceeds $10,000.00.

·         On Tax Sale Certificates a 2% penalty is charged when taxes, interest and the cost is up to $5,000.00, a 4% penalty to $10,000.00 and 6% penalty when the sum exceeds $10,000.00.  This charge is in addition to the rate of the certificate.

·         There is a $2.00 charge for duplicate tax bills.

 

Tax bills are normally mailed out in July of each year once the total tax rate is approved by the County and the State. It is important to note that the municipal portion of a Haledon property owner’s obligation is a small portion of the total obligation. Three other public taxing entities, the Haledon Board of Education, Manchester Regional High School, and the County of Passaic develop and adopt their own budgets, which must also be supported by the local property tax (the open space trust fund which are also part of the local tax bill. New Jersey law requires that the municipal tax office serve as the billing and collection agency for all four entities.
