Administrative Services Bureau

Training and Planning Division - The Training and Planning Division of the Haledon Police Department is dedicated to designing, administering, scheduling, and supervising all training, both internal and external, for department members. This division also plays a key role in facilitating hiring and supervising recruits attending police academies, coordinating with the Haledon Office of Emergency Management, overseeing firearms instructors, and maintaining all firearms certifications. Additionally, the Accreditation Manager within the division ensures that policies, procedures, training, and equipment align with accreditation standards. They are responsible for the timely upload of necessary documents for accreditation/reaccreditation. Furthermore, the Training and Planning Division oversees various critical functions such as the application and administration of grants, implementation of policies and procedures, management of strategic initiatives, risk assessment, police licensing, social media and public relations, recruitment activities, and daily coordination with borough officials.

Office of Professional Standards (Internal Affairs Division) - The Office of Professional Standards, also known as the Internal Affairs Division, operates under the oversight of the Commander of the Administrative Services Bureau within the Haledon Police Department. This division is entrusted with upholding the integrity of the department by implementing a rigorous system of internal discipline. Key responsibilities of the Internal Affairs Division include reviewing all allegations of police misconduct, managing a centralized file and records system for all complaints received by the department, investigating incidents involving firearms discharges by officers or any use of force resulting in bodily injury, and conducting investigations or activities as directed by the Chief of Police or authorized designee.

Records Division - The Records Division is tasked with overseeing the organization, filing, retention, and disposal/archiving of both electronic and hard copy police records within the Haledon Police Department. This division is responsible for processing all requests for discovery and Open Public Records Act information. Additionally, they act as the intermediary between the Haledon Police Department and the Passaic County Prosecutor’s Office for the Grand Jury, Central Judicial Processing, and Trial Units. Furthermore, the Records Division is tasked with managing the Haledon Police Department's Body Worn Camera Program to ensure compliance and effective utilization of this technology.

Field Operations Bureau

Patrol Division – The Patrol Division is structured into two (2) platoons, each consisting of two (2) squads, totaling four (4) patrol squads. This division is tasked with uniformed patrol duties, responding to service calls, ensuring public safety, and enforcing both traffic and criminal laws within the community. Under this structure, each patrol squad is under the command of a designated Sergeant. In the event of the Sergeant's absence, a Corporal steps in as the Patrol Shift Supervisor. The Patrol Shift Supervisor is responsible for supervising police officers, Class II Special Law Enforcement Officers, Class I Special Law Enforcement Officers, as well as civilian personnel, including dispatchers and crossing guards. The Commander of the Field Operations Bureau also manages to the Field Training and Evaluation Program for new officers.

Traffic Division – The Traffic Division is entrusted with the crucial role of ensuring traffic safety and enforcement within the jurisdiction. This division oversees a range of responsibilities, including conducting radar and laser speed enforcement details, ensuring work zone safety measures, as well as overseeing the activities of Class I and Class II Special Law Enforcement Officers (Special Police Officers), School Crossing Guards, and the Community Emergency Response Team. Additionally, the Traffic Division is responsible for scheduling and overseeing traffic grants, as well as planning and coordinating special events that require traffic management and safety protocols.

Communications Division – The Communications Division is dedicated to overseeing and managing all aspects of communication within the Haledon Police Department Communications Center. Our dispatchers have a crucial role in ensuring effective communication by handling mobile, base, portable, and telephone communications systems. The Communications Division also serves as the central point of contact for coordinating communication among various public safety agencies, including the Haledon Office of Emergency Management (OEM), Emergency Medical Services (EMS), our police, and fire departments. Our Communications Division plays a vital role in fostering collaboration and seamless communication between these agencies during emergencies, critical incidents, and daily operations to support coordinated response efforts and ensure public safety.

Support Services Bureau

The Support Services Bureau oversees essential administrative functions within the Haledon Police Department to ensure efficient operations and support the department's overall mission. This Support Services Bureau manages a range of duties, including the Honor Guard Unit, officer wellness and resiliency, procurement, equipment maintenance, inventory management, budgeting, payroll processing, scheduling, coordination of extra duty employment, cellblock operations, utilization of police unmanned aerial vehicles (drones), compliance with Criminal Justice Information Services (CJIS) regulations and terminal agency coordination. Additionally, the Support Services Bureau is responsible for managing the chaplain program, fleet maintenance, information technology systems, and telecommunications infrastructure to support the department's daily activities effectively.

Investigative & Special Services Bureau

Investigative Division - The Investigative Division is the primary investigative unit within the Haledon Police Department, tasked with conducting thorough investigations into incidents, gathering statements from victims, witnesses, and suspects, processing crime scenes, and collecting evidence as required. This division also conducts identification sessions, generates and serves criminal complaints and search warrants, and handles narcotic and vice investigations, including the cultivation of confidential informants and the execution of search warrants. Additionally, the Investigative Division oversees Alcohol Beverage Control (ABC) licensing and Firearms Identification Checks, National Incident-Based Reporting System (NIBRS), Uniform Crime Reporting, Asset Forfeiture, Expungements, Megan’s Law compliance, and Property & Evidence management to ensure the integrity and effectiveness of investigative efforts.

Quality of Life Division - The Quality of Life Division is dedicated to enforcing borough ordinances and addressing quality of life violations at the street level. Serving as the key link between the Haledon Police Department and Code Enforcement, this division ensures compliance with local regulations. In addition to supporting special events and assisting other divisions as required, the Quality of Life Division conducts checks on Alcohol Beverage Control (ABC) and soliciting activities, as well as other licensing compliance verifications. Moreover, the division focuses on gathering intelligence on criminal gang members, monitoring criminal activities, coordinating with external agencies to target known gang affiliates, and facilitating the circulation of pertinent information to department personnel for crime prevention and intervention efforts.

Community Policing and Youth Services Division - The Community Policing and Youth Services Division plays a vital role in ensuring the safety and security of schools on a daily basis. This division serves as the initial responder to any incidents within the school while also focusing on addressing juvenile delinquency and fostering positive relationships within the community through outreach programs. Additionally, it functions as the primary investigative unit for juvenile matters, overseeing the Station House Adjustment Program and collaborating with the Haledon Municipal Alliance. Moreover, the division supports recruitment efforts within the agency and acts as the liaison between the Haledon Police Department and the Passaic County Prosecutor’s Office Juvenile Unit. Their involvement in recruitment and community affairs highlights their dedication to building trust and creating a strong bond between the Haledon Police Department and our local community.
