About Us:
The Building-Construction Code Office administers and enforces the New Jersey Uniform Construction Code to help ensure that construction projects are completed safely and in accordance with state regulations.
Construction permits are required for many types of work and provide important protections for property owners by ensuring that:
Building materials meet code requirements.
Contractors and suppliers can be properly verified.
Construction work is inspected for compliance with established safety and quality standards.
Our goal is to promote safe, code-compliant construction while providing professional and efficient service to residents, property owners, contractors, and businesses.

Important Information
No permits are issued after 4:00 PM.
Failure to obtain required permits may result in penalties and fines.
Zoning & Building Permits
The Zoning Office is responsible for administering and enforcing local zoning regulations, including:
Yard setback requirements for construction projects such as decks, additions, and pools
Fence height regulations and installation requirements
Accessory structures including sheds, patios, and garages
Outdoor parking regulations, including the storage of boats, trailers, and recreational vehicles
Commercial and residential signage regulations

Building Permit Information
When You Need a Building Permit
A building permit must be obtained before beginning any of the following projects:
Installing new siding
Adding a bedroom or bathroom
Constructing a home addition
Interior renovations or alterations
Building a deck
Enclosing a porch
Installing a dishwasher
Replacing an electric stove with a gas stove
Finishing a basement
Remodeling a kitchen
Installing central air conditioning
New electrical wiring
Installing a new furnace, boiler, or water heater
Installing a swimming pool

When You Do Not Need a Permit
Permits are generally not required for ordinary repairs to one- and two-family dwellings, including:
Repairing roofing or siding with the same materials (up to 25% of the roof area within one year)
Repairing or replacing ductwork
Installing flooring or carpeting
Interior or exterior painting
Replacing windows or doors without changing the opening size or framing
Installing drywall over existing walls
Replacing window or door glass with code-compliant materials
Replacing faucets or valves without altering plumbing layouts

Certificate of Occupancy Requirements
A Certificate of Occupancy (CO) is required for:
All residential property sales
All residential rentals
All commercial property sales
All commercial rentals

Repairs and Improvements That May Require Permits

The following projects may require permits and should be reviewed with the Construction Official before work begins:
Chimney repairs
Fence replacement
Roof repairs exceeding 25% of the roof area
New roof installation
Porch repairs
Stair repairs
Construction of retaining walls
Connecting pipe leaders to existing storm drains
Patio repairs

The following projects require a construction permit:
Installation of additional wall outlets
Electrical service upgrades
New fence installation
Installation of hard-surface driveways
Creation of additional off-street parking spaces (per Borough Ordinance)
Construction of utility buildings, including wood and aluminum sheds
Installation of exterior basement entrances
Installation of driveway post lights
Water softener installation
Water heater installation

Improvements That May Increase Property Assessment
A construction permit is required for all of the below improvements.
The following improvements may increase your property's assessed value and require a construction permit:
Kitchen remodeling
Bathroom remodeling
Installation of new exterior siding or veneers
Construction of a sun deck, portico, or porch
Installation of permanent swimming pools
Plumbing modernization, alterations, or upgrades
Construction of masonry patios
Finishing a basement for recreation rooms, laundry rooms, game rooms, or similar uses
Finishing an attic for additional living space
Home additions, including new rooms, garages, greenhouses, and similar structures.

Required Construction Inspections
The following inspections are required under the Uniform Construction Code (N.J.A.C. 5:23-2.18):
Footing Inspection
Inspection of footing trenches before footings are placed.
Foundation Inspection
Inspection of foundation walls up to grade level, including waterproofing and footing drains, before backfilling.
Structural Framing Inspection
Inspection of structural framing and connections after rough electrical and plumbing approvals and before covering with finish materials.
Insulation Inspection
Inspection after rough electrical, plumbing, and framing approvals.
Final Inspection
Inspection of all completed building, plumbing, electrical, and mechanical systems.
Certificate of Occupancy Inspection
Issued after final approvals from:
Building Subcode Official
Electrical Subcode Official
Plumbing Subcode Official
Fire Subcode Official
Inspection Requests
Property owners or contractors must notify the enforcing agency when work is ready for inspection.
Requirements
Inspection requests must be made at least 24 hours in advance.
Inspections are typically completed within three business days of the requested date.
Permit Posting Requirements
A copy of the construction permit must remain on-site and available until:
All work is completed
Final approvals are obtained
The Certificate of Occupancy is issued
General Requirements
Permit Placard Display
The permit placard must remain clearly visible from the street at all times.
Failure to comply may result in a $250 fine.
Approved Plans
A set of Building Department-approved plans must be available on-site throughout construction.
Occupancy Requirements
A Certificate of Occupancy is required before any newly constructed structure may be occupied.
Permit Expiration
Any permit issued becomes invalid if:
Work does not begin within 12 months of issuance, or
Work is suspended or abandoned for six months after commencement

CERTIFICATE OF OCCUPANCY FEES
Certificate of Occupancy:
$100.00 for residential and $200.00 for non-residential.
Temporary Certificates of Occupancy:
$50.00 for residential and $100.00 for non-residential certificates.
Selling of Property Certificates of Compliance:
$100.00 for one family, $200.00 for two family, $250.00 for three family and $250.00 for a four family.
Lead paint abatement: $150.00.
Absentee landlord registration: $100.00.
Smoke & Carbon monoxide: $6.00 each (Min fee of $85.00)
All certificates of occupancy (Rental) should have a LEAD inspection if the property was built after 1978.
One check is needed for C.O rental or sale & One needed for Smoke & Carbon inspection $85
